Resolution authorizing acceptance of Flood Easement, in the area near the intersection of South 1st Street and Lincoln Avenue, in the 14th Aldermanic District.

Analysis
This resolution authorizes acceptance of a Flood Easement, located in the area of South 1st Street and Lincoln Avenue, in the 14th Aldermanic District, to accommodate a City bridge project over the Kinnickinnic River.

Body

Whereas, The City of Milwaukee is undertaking a bridge rehabilitation project regarding the bridge that carries traffic north and south on South 1st Street, over the Kinnickinnic River, and that project will involve fiberglass wrapping of piles supporting the bridge to prevent further deterioration; and

Whereas, Wrapping the piles under the river’s surface will result in an increase in the regional flood elevation of approximately 0.01 feet at or near the following two parcels: 107 Adj. East Lincoln Avenue owned by the City of Milwaukee; and 2472 South 1st Street owned by Milwaukee County; and

Whereas, Because of that increase in flood elevation, the Wisconsin Department of Natural Resources, prior to issuing the City a permit to work within the waterway, under Wisconsin Administrative Code NR 116, requires that the City obtain from the affected landowners a flood easement; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the proper City officers, including the Department of Public Works Commissioner, are hereby authorized: (i) to accept the Flood Easement from Milwaukee County regarding the County parcel, and to cause the City to grant to itself the Flood Easement regarding the City parcel, in the form and substance submitted to this file (or in substantially the same form and substance as submitted, and to effectuate the intent of this resolution); and (ii) to sign the easement and cause the same to be recorded in the Milwaukee County Register of Deeds Office....
