This resolution authorizes $1,029,105 of Contingent Borrowing for Police. $821,105 is for the completion of the Trunked Radio Communications, and $208,000 is for the completion of the 911 System. These amount represents renewal of previously authorized amounts, and not a new appropriation. The amount is required to make final payments on the encumbered contracts for the projects.

Whereas, The 2005 budget of the City of Milwaukee included $2,000,000 for Trunked Radio Communications (the "Radio Project"), and due to vendor problems, completion of the Radio Project has been delayed causing $952,018 of that authority to lapse; and
Whereas, In 2010, $952,000 of Contingent Borrowing Authority was authorized for completion of the Radio Project, and $821,105 of that authority lapsed at the end of 2013; and
Whereas, The 2009 budget of the City of Milwaukee included $5,000,000 for 911 System Replacement (the "911 Project", and with the Radio Project, the “Projects”), and due to vendor problems, completion of the 911 Project has been delayed causing $381,958 of that authority to lapse at the end of 2012; and
Whereas, The Police Department is diligently working in close cooperation with the contractors on the Projects to bring the Projects to a successful completion and desires reauthorization of $821,105 for the Radio Project and $208,000 for the 911 Project; and
Whereas, The 2014 Budget of the City includes $200,000,000 of Contingent Borrowing for purposes not contemplated at the time of the adoption of the 2014 Budget, and the Common Council desires to use $1,029,105 of Contingent Borrowing for Police purposes in order to complete the Projects; now, therefore, be it
