Title:
Resolution regarding water service to the Village of Elm Grove.

Analysis:
This resolution authorizes the proper City officials to investigate and evaluate a request by the Village of Elm Grove for the direct purchase of water from the City of Milwaukee Water Works. This resolution initiates the feasibility studies and directs their submission to the Council and Mayor. Once reports are submitted, a resolution will be introduced for Council consideration, seeking authority to continue the process and enter into negotiations.

Body:
Whereas, The Village of Elm Grove has been unable to reach agreement with the City of Wauwatosa regarding the purchase of water from the City of Wauwatosa, a wholesale customer of the Milwaukee Water Works; and

Whereas, The Village of Elm Grove has requested in a letter of December 3, 2007 to start the negotiating process for the direct purchase of water from the Milwaukee Water Works; and

Whereas, Resolution File No. 980871 adopted by the Milwaukee Common Council on April 20, 1999 and amended in Resolution File 020459 adopted by the Milwaukee Common Council on March 25, 2003 requires the Legislative Reference Bureau to conduct an analytical study of the proposed water sale and requires the Water Works to conduct an engineering feasibility study identifying relevant data for the Council’s consideration; now, therefore, be it

Resolved, By the Common Council of The City of Milwaukee, that the Water Works and the Legislative Reference Bureau are hereby authorized to study and evaluate the water service request from the Village of Elm Grove; and, be it

Further Resolved, That the resulting feasibility reports be submitted to the Common Council and the Mayor; and, be it
