Analysis
This ordinance requires the applicant for an official street renaming to pay all postage costs relating to the postcard survey of residents, businesses and property owners that is required to process a street renaming application. It also provides that the common council shall not conduct a public hearing on a proposed street renaming until all postcard survey-related postage costs have been paid.
This ordinance further codifies an existing department of public works policy to not refer a proposed official street renaming or a proposed honorary street naming to the common council for a public hearing until the applicant has paid all costs for fabrication and installation of the new street signs that will be required for the official renaming or honorary naming of a street.
Finally, this ordinance creates a $100 application fee for a request for an honorary street naming.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 81-116.5 of the code is created to read:
81-116.5. Street Naming, Honorary. The application fee for an honorary street naming shall be $100.

Part 2. Section 81-117 of the code is repealed and recreated to read:
81-117. Street Renaming. 1. The application fee for an official street renaming shall be $100.
2. The applicant shall pay all postage costs relating to the postcard survey of residents, businesses and property owners that is required in conjunction with an application for an official street renaming.
