Title
Substitute resolution relative to the application, acceptance and funding of the Plain Talk Milwaukee Initiative - Pettit Foundation Grant from the Jane Bradley Pettit Foundation.
Analysis
This resolution authorizes the Health Department to apply for, accept and fund the Plain Talk Milwaukee Initiative - Pettit Foundation Grant from the Jane Bradley Pettit Foundation in the amount of $30,000. The purpose of the project is to provide a community-based initiative aimed at helping parent develop the skills and tools they need to communicate effectively with their children about abstinence, healthy relationships, and sexuality.
Body:
Whereas, The City of Milwaukee appears to be eligible for grant funds from the Jane Bradley Pettit Foundation to provide this community-based initiative; and
Whereas, The operation of this grant project from 1/01/08 to 12/31/08 would cost $30,000 entirely provided by the grantor; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that application to the Jane Bradley Pettit Foundation is authorized and the Health Department shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81, Milwaukee Code of Ordinances; and, be it
Further Resolved, That the City Comptroller is authorized to:
1. Commit funds within the Project/Grant Parent of the 2008 Special Revenue-Grant and Aid Projects Fund, the following amount for the project titled Plain Talk Milwaukee Initiative - Pettit Foundation Grant:

2. Create the necessary Special Revenue Fund - Grant and Aid Project/Grant and Project/Grant Levels; budget against these Project/Grant values the amounts required under the grant agreement; and, be it
Further Resolved, That these funds are budgeted to the Health Department which is authorized to:
1. Expend from the amount budgeted for specified purposes as indicated in the grant budget and incur costs consistent with the award date;
2. Enter into subcontracts and leases as detailed in the grant budget; and
3. Expend from the 2008 grant budget funds for training and out-of-town travel by departmental staff.

Further resolved, That the Common Council directs that the 2008 Positions Ordinance C.C. File Number 070605, should be amended as follows:

To expire 12/31/08 unless the Plain Talk Milwaukee Initiative - Pettit Foundation Grant is extended. Partially funds one position of Health Project Coordinator - Plain Talk.
