Resolution authorizing the Commissioner of Public Works to extend the expiration of the current Citation Processing/Collection Services and Cash Management/Information Services contract from May 4, 2008, to January 12, 2009, under the same terms and conditions if the contract is not awarded to the current contractor, or to extend the expiration of the contract to the contract effective date if the contract is awarded to the current contractor.
Analysis
This resolution authorizes the Commissioner of Public Works to extend the expiration of the Citation Processing/Collection Services and Cash Management/Information Services contract from May 4, 2008, to January 12, 2009, under the same terms and conditions if the contract is not awarded to the current contractor, or to extend the expiration of the contract to the contract award date if the contract is awarded to the current contractor.
Body
Whereas, The Citation Processing/Collection Services and Cash Management/Information Services contract with Professional Account Management expires on May 4, 2008; and
Whereas, Common Council File Number 071061, adopted on December 11, 2007, authorizes the Commissioner of Public Works to enter into a professional services contract with a consultant to develop a Request for Proposals for Citation Processing/Collection Services and Cash Management/Information Services; and
Whereas, The Department of Public Works has entered into a contract with Performance Management Partners to develop, issue and evaluate the Request for Proposals; and
Whereas, Common Council File Number 061575, adopted on May 8, 2007, authorizes the Commissioner of Public Works to submit the Request for Proposals to the Common Council for review and approval; and
Whereas, It is the Department of Public Works’ intent to receive Common Council approval to issue the Request for Proposals in April 2008; and
Whereas, The tentative schedule is to publish the Request for Proposals in April, receive responses in May and make a contract award no later than the end of June 2008; and
Whereas, The Department of Public Works must plan for every scenario for an efficient and effective transition should the contractor change after the competitive Request for Proposals process; and
Whereas, If the current contractor, Professional Account Management, is awarded a new contract for all or a portion of the Citation Processing/Collection and Cash Management/Information Services, the contract would begin on the effective date of the contract; and
Whereas, If a new contractor is awarded the contract for all or a portion of the Citation Processing/Collection and Cash Management/Information Services, the contract will begin on January 12, 2009, to accommodate a transition period due to the complexity and diversity of services provided through the contract; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council authorizes the Commissioner of Public Works to extend the expiration of the Citation Processing/Collection and Cash Management/Information Services contract from May 4, 2008 to January 12, 2009 under the same terms and conditions if the contract is not awarded to the current contractor, or to extend the expiration of the contract to the contract effective date if the contract is awarded to the current contractor; and
Further Resolved, If the current contractor Professional Account Management is awarded a new contract for all or a portion of the Citation Processing/Collection and Cash Management/Information Services, the contract would begin on the effective date of the contract, and if a new contractor is awarded the contract for all or a portion of the services, the contract would begin on January 12, 2009.
