Title
Resolution relating to the Milwaukee Fire Department’s application of the Fiscal Year 2007 Assistance to Firefighters grant from the Federal Emergency Management Agency.

Analysis
This resolution authorizes the Milwaukee Fire Department (MFD) to apply for the Fiscal Year 2007 Assistance to Firefighters grant from the Federal Emergency Management Agency (FEMA) in the amount of $504,000 with a city share of $100,800 and a grantor share of $403,200. The funds will be used to implement a hardwire smoke detector system pilot program and the related purchase of contract services for the installation of hard wire smoke detector systems in 72 households located in the census tract 9600 and census tract 17300 pursuant to the grant application.

Whereas, The Information Technology Management Division and Milwaukee Fire Department have completed an analysis of current “hot spot” areas in the City of Milwaukee and two census tracks, numbers 9600 and 17300, were selected to participate in a hardwire smoke detector installation pilot project; and

Whereas, These areas were selected because they encompass a higher density of population compared to the rate associated with the City of Milwaukee in general; and

Whereas, These neighborhoods also contain a higher than city rate average of children under 17 and senior adults who are semi-ambulatory; and

Whereas, The older housing stock in the vulnerable areas is older and does not have the same in-built fire and smoke detector capacities as newer structures and many of the buildings are in need of electrical and insulation upgrades and since each residence was constructed before there were standard housing codes, many of the buildings are within six to eight feet of each other; and

Whereas, The Milwaukee Fire Department has an opportunity to implement a hardwire smoke detector installation program through a Federal Emergency Management Agenc...
