Resolution relating to application for, and acceptance and funding of, a 2008 State of Wisconsin Department of Natural Resources Urban Forestry Grant.
Analysis
This resolution authorizes the Department of Public Works - Operations to apply for, accept and fund a 2008 Urban Forestry Grant titled “Milwaukee UFORE Ecosystem Analysis for EAB Planning & Urban Forest Benefits Assessment.” The purpose of this grant is to conduct a tree canopy analysis to identify ash trees throughout the city on both public and private property to assist in Emerald Ash Borer (EAB) planning and to quantify the environmental benefits of the urban forest. The total project cost is $54,367, of which $25,000 (46%) will be provided by the grantor and $29,367 (54%) will be provided in-kind by the City. The program will include the following components:

1. Conduct a UFORE (Urban Forestry Modeling Effects) analysis of Milwaukee’s urban forest to provide information including tree species count, size and distribution based on a random sample of 200 .10 acre plots located on public and private property. This information will be used to identify and locate ash trees across the city. This information is critical in EAB planning and preparedness.

2. Quantify the environmental benefits of the urban forest including the reduction in storm-water runoff, air pollution abatement and energy conservation.

3. Use environmental information to launch a billboard education campaign to heighten public awareness of the benefits of the urban forest. It is estimated the billboard marketing campaign will consist of up to 4 distinct messages with one dedicated to EAB awareness.
