Analysis
This resolution authorizes the release and expenditure of funds for Police and Fire Department Monitoring/Auditing from a Special Purpose Account. The Common Council appropriated $50,000 for the project in the 2007 Adopted City Budget. The Adopted Budget requires Common Council approval for the funds to be released and expended.

Body
Whereas, The Common Council approved the City of Milwaukee 2007 Budget as Common Council Resolution 060757 adopted November 29, 2007 including a Special Purpose Account appropriation in the amount of $50,000 for Fire and Police Department Monitoring/Auditing and included a resolution stating, “funds shall be spent for the purposes of periodic monitoring and auditing of the Police and Fire Departments, and no funds may be expended from this account without Common Council approval by resolution;” and

Whereas, The audit will focus on the Police Department’s citizen complaint process and assess the practices used in receiving, processing, investigating, and resolving citizen complaints. The audit will highlight flaws with the current system, identify areas for improvement, and make the complaint function more transparent to the public; and

Whereas, The Department of Administration and City Purchasing Director have developed a Request for Proposals, with input from the Fire and Police Commission, Mayor, and Common Council that is ready for Common Council review and approval; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the $50,000 Special Purpose Account appropriation for the Fire and Police Department Monitoring/Auditing is hereby authorized to be expended; and, be it
