Analysis
This ordinance removes the intergovernmental relations function from the department of administration, creates the position of legislative liaison director in the mayor’s office and creates a division of intergovernmental relations in the office of the city clerk. Intergovernmental relations shall be under the direction and supervision of an intergovernmental relations director. The director shall pursue a legislative agenda established by motion of the common council, and submit a report for each regularly scheduled meeting of the appropriate common council committee providing information concerning the status of the legislative agenda and intergovernmental activities. The city clerk shall be authorized to contract out for lobbying services on an as-needed, project-specific basis.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 304-2 of the code is created to read:
304-2. Legislative Liaison Director: Appointment by the Mayor. Pursuant to s. 62.51, Wis. Stats., the mayor shall appoint the legislative liaison director and prescribe the director’s duties.

Part 2. Chapter 305, subchapter 4, of the code is created to read:
