Title
Resolution relating to the installation of pedestrian yield signs at the Riverwalk pedestrian crossings on West Wells Street and East Wells Street.
Analysis
This resolution directs the Commissioner of Public Works to approve, and the Department of Public Works to install, appropriate yield to pedestrian signs within the street at the Riverwalk pedestrian crossings on West Wells Street and East Wells Street. This installation is a demonstration project. The resolution also provides that all costs of materials and installation shall be reimbursed by the Westown Business Improvement District # 5 and by Business Improvement District #15 (Downtown Riverwalk).
Body
Whereas, The Westown Business Improvement District # 5 and the Milwaukee Riverwalk Business Improvement District # 15 have requested installation of yield to pedestrian signs within the street on East Wells Street and West Wells Street at the Riverwalk pedestrian crossings on each side of the bridge crossing the Milwaukee River; and

Whereas, Studies of in-street yield to pedestrian signs in other municipalities find that pedestrian safety is enhanced, traffic is slowed, and the volume of pedestrian use is increased; and

Whereas, The approved 2007 Operating Plans for Westown and Riverwalk Business Improvement Districts include budgeted funds sufficient to reimburse the City of Milwaukee for all costs of materials and installation of the requested yield to pedestrian signs; and

Whereas, Evaluation of the impact of the installation of the proposed yield to pedestrian signs on traffic safety will provide guidance for determining the feasibility and utility of further installations affecting Riverwalk and other pedestrian traffic locations in downtown areas; now, therefore, be it
