Resolution requesting the Department of Administration - Budget and Management Division to include Performance Outcome Measures relating to street reconstruction activity in the City’s annual capital improvement’s budget.

Analysis
The resolution requests that the Department of Administration - Budget and Management Division include the following Performance Outcome Measures related to the reconstruction of the City of Milwaukee’s streets in the City’s annual capital improvement’s budget:

1. The total mileage of the City’s streets for the current budget, the prior year budget and for the actual mileage of streets for the year 2 years prior.
2. The total mileage of the streets budgeted to be reconstructed or resurfaced for the current budget, the prior year’s budget and the actual miles reconstructed for the year 2 years prior.
3. The budgeted street replacement cycle for the current budget, the prior year’s budget and the actual street replacement cycle for the year 2 years prior.

Whereas, Maintaining a high quality infrastructure in a cost effective manner is in the best interests of the City of Milwaukee and its taxpayers; and

Whereas, The condition of the City of Milwaukee’s streets appears to have deteriorated in the last several years for a number of reasons including budgetary constraints and an increase in special assessment refusals by property owners; and

Whereas, Including information in the City’s annual capital improvement’s budget regarding the number of miles of streets that are annually reconstructed in the City of Milwaukee and the City’s street replacement cycle would benefit policymakers in determining if the City of Milwaukee is maintaining its infrastructure in a timely and cost-effective manner; now, therefore, be it
