Title

Substitute resolution relating to implementation of the recommendations of the Comptroller's Audit of City of Milwaukee Police Department Overtime.

Analysis

 

This resolution requests the Chief of Police to implement recommendations contained in the City Comptroller's report entitled "Audit of Milwaukee Police Department Overtime", dated June, 2007.  The Chief is also requested to submit a progress report concerning implementation of these recommendations within 6 months of the adoption of this resolution.

Body

Whereas, By Common Council File Number 070444, the City Comptroller submitted to the Common Council a report entitled "Audit of Milwaukee Police Department Overtime", dated June, 2007, evaluating policies, organization and management practices and controls related to paid and compensatory overtime in the Police Department; and

 

Whereas, This report finds that Milwaukee spends more on police overtime than comparable cities and concludes that significant reductions in police overtime are possible with improvements in overtime budgeting, planning and management; and

 

Whereas, This report contains recommendations for improving management of the Police Department's overtime; and

 

Whereas, It is in the city's best interest to ensure that police operations are conducted in the most efficient and cost-effective manner possible; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Common Council requests the Chief of Police to implement the following recommendations contained in said report:

 

1.  That, to better justify overtime and ensure that overtime is used for operational necessity, the Police Department utilize a "zero-based" overtime budget, beginning for budget year 2009, which matches expected workloads by location with available staffing resources.

 

2.  That the Police Department provide enhanced reporting on overtime from the crime data Tiburon system and the City's Human Resource Management payroll system (HRMS) to senior command staff and location commanders to facilitate informed oversight and analysis of overtime.

 

3.  That senior command staff and Criminal Investigation Bureau commanders examine the bureau's overtime usage by program code.

 

4.  That the Police Department, in conjunction with the Fire and Police Commission, re-examine deployment practices to establish a closer relationship to the incidence of high-priority calls for service.

 

5.  That the Police Department's study of patrol districts be completed to resize police districts to more evenly balance district population and calls for service.

 

6.  That the Chief of Police, in conjunction with the Fire and Police Commission, initiate a Court Coordination Working Group, consisting of representatives of the District Attorney's Office, County courts, Common Council and other city elected leaders, Fire and Police Commission and Police Department, to investigate procedures and methods, including technology improvements, to minimize court overtime.

 

7.  That the Police Department work with the Comptroller's Office and the Department of Administration - Budget and Management Division, to prepare an annual report to the Common Council on police costs related to festivals and other special events.

 

8.  That the Police Department, in conjunction with the Milwaukee Police Association and the Milwaukee Police Supervisors' Organization, identify methods of reducing the number of injured officers on limited duty.

 

9.  That the Police Department periodically assess and report in writing to the Common Council related to cost savings and overall effectiveness of Police Service Specialists, Police Service Specialist Investigators and Police Service Assistants in assuming non-law enforcement duties previously performed by sworn officers, including an evaluation of the benefits on officer overtime resulting from these civilian personnel.

 

10.  That the Police Department, in conjunction with the City Labor Negotiator, work with the Milwaukee Police Association and the Milwaukee Police Supervisors' Organization to explore the possibility of modifying labor contracts through negotiation to minimize overtime while protecting police officer benefits, with negotiations focusing on contract provisions such as roll-call overtime, court overtime minimum, allowable compensatory time balance and replacement overtime.

Further Resolved, That the Chief of Police shall submit a progress report concerning implementation of these recommendations to the Common Council within 6 months of the adoption of this resolution.
