Title

Substitute resolution authorizing the cancellation of uncollectible receivables from the Sight Center.

Analysis

A resolution authorizing cancellation of the City’s claim against the Sight Center and authorizing the transfer of $230,141.05 from the Municipal Health Services Program (MHSP) Program Income account for purposes of writing off uncollectible receivable balances.

 

Body

Whereas, The Sight Center was a participant in the Municipal Health Services Program funded through the Health Department by the Health Care Financing Administration/Centers for Medicaid and Medicare of the Federal Government; and

 

Whereas, Upon a final audit by the Federal Government, it was determined that The Sight Center was overpaid by $126,062.89; and

 

Whereas, The Sight Center occupied space at the Isaac Coggs Health Center and failed to pay rent due the City of Milwaukee in the amount of $104,078.16; and

 

Whereas, Efforts by the City of Milwaukee Health Department, Comptroller’s Office and the Office of the City Attorney to obtain repayment of the above amounts were unsuccessful since The Sight Center is now a defunct, assetless corporation; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is authorized to cancel the receivable balances of $126,062.84 for the overpayments and $104,078.16 for the unpaid rent; and, be it

 

Further Resolved, That the City Comptroller is authorized and directed to write-off the receivables in the amount of $230,141.05 against the MHSP Program Income account.
