Resolution directing the Intergovernmental Relations Division-Department of Administration to seek introduction and passage of state legislation enabling the City of Milwaukee to recover booking costs from individuals who are processed by the Police Department.
Analysis
This resolution directs the Intergovernmental Relations Division-Department of Administration to seek introduction and passage of state legislation enabling the City of Milwaukee to recover booking costs from individuals who are processed by the Police Department.
Body
Whereas, Booking is the documentation process in which the Milwaukee Police Department (MPD) enters an arrestee into the criminal database and the documentation of an arrestee's personal effects while in custody; and

Whereas, 40,000 arrestees go through booking annually in MPD district stations, resulting in expenses associated with staff time and computer maintenance; and

Whereas, The City of Milwaukee has the capacity to book arrestees and share this booking information with the Milwaukee County Sheriff thereby avoiding arrestees going through booking twice and reducing duplication of effort; and

Whereas, MPD frequently books arrestees and then escorts them to the Milwaukee County Sheriff where they are put in jail; and

Whereas, California and Minnesota have state statutes permitting their cities to impose booking fees; and

Whereas, The imposition of a booking fee will generate revenue to cover City expenses in processing arrestees; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Intergovernmental Relations Division-Department of Administration is directed to seek introduction and passage of state legislation enabling the City of Milwaukee to recover booking costs from individuals who are processed by the Police Department.
