Title
Resolution authorizing a transfer of funds from the Capital Improvements Advance Planning Fund to a subaccount for the Near South Side Comprehensive Area Plan, in the 8th, 11th, 12th, 13th and 14th Aldermanic Districts.
Analysis
This resolution transfers $37,500 from the Capital Improvements Advance Planning Fund into the Comprehensive Plan Subaccount No. UR01280132. This subaccount allocation will provide consultant assistance for the preparation of the Comprehensive Area Plan for the Near South Side of the City of Milwaukee.
Body
Whereas, 1999 State of Wisconsin Act 9 (the Biennial Budget Act) required that the City of Milwaukee (“City”) prepare a Comprehensive Plan by 2010; and

Whereas, Comprehensive Area Plans (“Plans”) for specific areas of the City are components of the Comprehensive Plan; and

Whereas, The Department of City Development (“DCD”) continues work on residential and commercial analysis as well as land use policy development; and

Whereas, The preparation of Plans requires technical assistance provided by outside consultants and funds are necessary to provide for such consultant services; and

Whereas, The Near South Side Plan of the City, as identified on a map and a copy of which is attached to this Common Council File, generally bounded by the I-94 East-West freeway and Menomonee Canal to the North, City of Milwaukee limits to the West, Union Pacific Railroad to the South and the Kinnickinnic River and Milwaukee River to the East, is currently underway; and

Whereas, On February 7, 2006, the Common Council approved File No. 051246, authorizing the transfer of initial funding for the preparation of the Near South Side Plan with the intent to provide additional funds from the 2007 Capital Improvements Advance Planning Fund; and
