Title
Resolution relating to future consideration of bids from Zenith Tech for City public works construction and service contracts.

Analysis
Zenith Tech was awarded the contract by the State of Wisconsin for the renovation of the State Street bridge. The renovation is currently $3 million over budget, 6 months behind schedule and is not expected to be completed until at least August 15, 2007. In light of these circumstances, the resolution authorizes and directs the Commissioner of Public Works to not consider any bids for work or services undertaken under the Commissioner’s authority to award contracts under ss.7-14 and 7-22 of the City Charter submitted by Zenith Tech for a period of 5 years.

Whereas, Zenith Tech was awarded the contract by the State of Wisconsin for the renovation of the State Street bridge; and

Whereas, The renovation of the State Street bridge included replacing steel girders, most mechanical components and all electrical components; and

Whereas, The State Street bridge has been closed since the summer of 2005; and

Whereas, The renovation of the State Street bridge is currently $3 million over budget and 6 months behind schedule; and

Whereas, The State Street bridge may not be fully reopened to vehicle traffic until July; and

Whereas, The length of the bridge’s closure has caused undue economic hardships for businesses located directly west of the bridge and unnecessary inconvenience for patrons of the Marcus Center for the Performing Arts; and

Whereas, The length of time it will take to complete the renovation the State Street bridge is not acceptable to City of Milwaukee residents, visitors and businesses; and

Whereas, Zenith Tech’s mismanagement of the renovation of the State Street bridge has been a major factor in the length of time it has taken to complete the renovation; now, therefore, be it
