Resolution relative to application, acceptance and funding of a Homeland Security Law Enforcement Terrorism Prevention Program/Critical Infrastructure Grant.

Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept, and fund a Homeland Security LETPP/Critical Infrastructure Grant from the US Department of Justice, through the State of Wisconsin, Office of Justice Assistance in the amount of $144,000 with a city share of $24,000 and a grantor share of $120,000. The purpose of the project grant is to allow for the purchase of video surveillance camera systems for the Bradley Center and the Summerfest Grounds, two critical infrastructure/key resource sites in the City of Milwaukee. By implementing the video surveillance systems within the buffer zone of the sites, it would deter a terrorist attack as well as detect an aggressor who is planning or committing an attack.

Body:
Whereas, Under CFDA #97.067, The City of Milwaukee appears to be eligible for grant funds from the US Department of Justice, through the State of Wisconsin, Office of Justice Assistance for a Homeland Security LETPP/Critical Infrastructure Grant; and

Whereas, The operation of this grant from 01/01/07 to 12/31/07 would cost $144,000, of which 24,000 (17%) would be provided by the city and 120,000 (83%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Police Department is authorized to accept the grant without further approval unless its terms change as indicated in Common Council File 030712; and, be it
Further Resolved, That the City Comptroller is authorized to:
Commit funds within the Project/Grant Parent of the 2007 Special Revenue-Grant
and Aid Projects Fund, the following amounts for the project titled: Homeland Security LETPP Critical Infrastructure Grant:
