Title
Resolution directing the City Comptroller to transfer funds and create the appropriate accounts for preliminary engineering for various connecting highway projects with Federal and State Aid with a total estimated cost of $4,158,000, of which the City’s share is $1,039,500 and the grantor’s share is $3,118,500.
Analysis
This resolution directs the City Comptroller to transfer funds and set up appropriate accounts for preliminary engineering for the three (3) connecting highway projects and one (1) bridge project (listed below) with Federal/State Aid. These projects are approved and included in the WISDOT’S current State Trunk Highway program for improvement. The City is responsible for 25% of the preliminary engineering costs on these projects in accordance with WISDOT policy. City costs for the construction of these projects will be dependent upon parking allowed. The estimated total cost of these projects is $29,848,000, of which the City’s share is $2,633,500 and the grantor’s share is $27,214,500. The total estimated preliminary engineering cost of these projects is $4,158,000, of which the City’s share is $1,039,500 and grantor’s share is $3,118,500.

Whereas, The Common Council of the City of Milwaukee adopted resolution file numbers 041289 and 051477 authorizing the Commissioner of Public Works to execute project agreements with the Wisconsin Department of Transportation (WISDOT) for the programming and construction or rehabilitation of the following connecting highways and bridge projects with Federal and/or State Aid:

Whereas, South Howell (STH 38), East Layton Avenue to East Howard Avenue is programmed for construction in 2011; and
Whereas, West Capitol Drive (STH 190) and West Capitol Drive Bridge (STH 190) are programmed for construction in 2012; and
Whereas, It is the intent to initiate preliminary engineering at this time for these connecting highways and bridge project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the City Comptroller is hereby authorized to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the projects (Expenditures) and transfer to any of these accounts the amount required under the grant agreement and City Accounting Policy but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
