Title

Substitute resolution authorizing the City Engineer to apply for nine (9) Congestion Mitigation and Air Quality grants.

Analysis

The Wisconsin Department of Transportation is soliciting applications for funds under the Congestion Mitigation and Air Quality Program.  Successful grant applications will be funded 80 percent by the grant program.  The Department of Public Works intends to submit nine applications.

Whereas, The Wisconsin Department of Transportation is soliciting applications for funds under the Congestion Mitigation and Air Quality Program; and

 

Whereas, The program is intended to improve air quality by encouraging alternatives to single occupancy motor vehicles and by making traffic flow more efficiently by optimizing traffic signals; and

 

Whereas, DPW intends to submit applications for the following projects:

 

1.                     Short Term Bike Rental Program

 

2.                     Bicycle Lane Installations

 

3.                     Open Metal Grate Bridge Improvements

 

4.                     Pedestrian Countdown Timers at 325 Signalized Intersections

 

5.                     Computer Optimization of 74 Traffic Signals on E/W Capitol Drive and West Fond du Lac Avenue

 

6.                     Computer Optimization of 34 Traffic Signals in the Bay View Area

 

7.                     Installation of Coordinated Traffic Signals at Six (6) All-Way Stop Controlled Locations

 

8.                     Replacement of Master Clocks to Synchronize the City's 735 Traffic Signals

 

9.                     Expansion of Traffic Adaptive Signal System

 

; now, therefore be it

 

Resolved, By the Common Council of the City of Milwaukee, that the City Engineer is authorized to submit applications for the Congestion Mitigation and Air Quality Program for the following projects:

 

1.                     Short Term Bike Rental Program, estimated cost $940,000

 

2.                     Bicycle Lane Installations, estimated cost $600,000

 

3.                     Open Metal Grate Bridge Improvements, estimated cost $700,000

 

4.                     Pedestrian Countdown Timers at 325 Signalized Intersections, estimated cost $2,250,000

 

5.                     Computer Optimization of 74 Traffic Signals on E/W Capitol Drive and West Fond du Lac Avenue, estimated cost $111,000

 

6.                     Computer Optimization of 34 Traffic Signals in the Bay View Area, estimated cost $51,000

 

7.                     Installation of Coordinated Traffic Signals at Six (6) All-Way Stop Controlled Locations, estimated cost $390,000

 

8.                     Replacement of Master Clocks to Synchronize the City's 735 Traffic Signals, estimated cost $3,000,000

 

9.                     Expansion of Traffic Adaptive Signal System , estimated cost $570,000

 

Total Estimated Cost $8,612,000 ($6,889,600 Federal Share, $1,722,400 Local Share)

Further Resolved, That any successful grant projects will be brought to the Common Council for approval to enter into Project Agreements and authorize funding.
