Resolution authorizing the proper City officers to execute an Out-of-Program Agreement between Wheaton Franciscan Healthcare and the City of Milwaukee for construction of public improvements to accommodate a planned expansion of St. Francis Hospital.
Analysis
This resolution authorizes City officers to execute an Out-of-Program Agreement. The agreement is between Wheaton Franciscan Healthcare and the City and pertains to the design, construction, construction inspection, and funding of public improvements to serve a planned expansion of St. Francis Hospital. The hospital is located at 3224 South 16th Street. Under the terms of the agreement, Wheaton Franciscan will cover the entire cost for the required public improvements. Design and construction inspection will be performed by Department of Public Works’ staff. Construction may be done by either the City or by Wheaton (if approved by the Commissioner of Public Works).
Body
Whereas, Wheaton Franciscan Healthcare owns and operates St. Francis Hospital, 3224 South 16th Street; and

Whereas, Wheaton plans to undertake improvements to the hospital that will require abandonment of an existing storm sewer that traverses the hospital site and construction of a replacement storm sewer line around the hospital site’s perimeter; and

Whereas, These public improvements could be completed through an
Out-of-Program Agreement, a draft of which has been attached to this file; and

Whereas, Under the terms of the agreement, the required storm sewer improvements will be designed and installed at no cost to the City; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the
Out-of-Program Agreement attached to this file is hereby approved and the proper City officers are hereby authorized to execute said agreement on behalf of the City; and, be it
