Title

Substitute resolution relating to application for, and acceptance of, a State of Wisconsin Stewardship Local Assistance Grant to develop Phase I of Hartung Park.

Analysis

This resolution authorizes and directs the Commissioner of Public Works to apply for a State of Wisconsin Stewardship Local Assistance Grant in the amount of $250,000 for the purpose of developing Phase I of Hartung Park, a recreational facility proposed for the Hartung Quarry site located near West Keefe Avenue and North Menomonee River Parkway.  This site is presently used by the City as a depository for clean fill, but is nearing fill capacity.  The total estimated cost of Phase I of Hartung Park is $629,500, of which the grantor share would be $250,000, with the remaining $379,500 in (non-grant) funds constituting a local match.

 

This resolution further authorizes the Commissioner of Public Works to accept contributions for the Hartung Park project from non-City sources in order to accumulate the necessary matching funds.  It also stipulates that further Common Council action is required before any City funds are committed to this project.  In addition, the resolution authorizes the Commissioner of Public Works to accept the Stewardship Local Assistance Grant (if awarded by the State) once the Common Council has approved City matching funds and/or local matching funds have been obtained from non-City sources, and to expend the grant and the local matching funds for Phase I of the Hartung Park project, including the procurement of professional design services and the awarding of construction contracts.

Body

Whereas, For over 40 years the City of Milwaukee has used the Hartung Quarry site, located at the southeast corner of West Keefe Avenue and North Menomonee River Parkway, as a depository for clean fill; and

 

Whereas, The Hartung Quarry site is now reaching its fill capacity; and

 

Whereas, A Closure Plan for the Hartung Quarry site has been prepared by the Department of Public Works and approved by the Wisconsin Department of Natural Resources; and

 

Whereas, The approved Closure Plan would allow development of a park on the Hartung Quarry property once it is no longer being used as a fill site; and

 

Whereas, A “Hartung Quarry Park Conceptual Development Plan and Proposed Site Features” was prepared through a process that involved the local Milwaukee Common Council member, neighborhood residents from both Milwaukee and Wauwatosa, staff from Milwaukee’s Department of Public Works and Department of City Development, City of Wauwatosa officials and Milwaukee County representatives; and

 

Whereas, On July 12, 2006, the Common Council adopted File Number 060292, a resolution designating the Hartung Quarry property as the site of a future park, to be known as “Hartung Park,” and endorsing the “Hartung Quarry Park Conceptual Development Plan and Proposed Site Features” as the plan for future development of Hartung Park; and

 

Whereas, Phase I of Hartung Park’s development could occur in 2008, subject to approval of the necessary funding; and

 

Whereas, Grant funds for this type of project are potentially available through the State of Wisconsin Stewardship Local Assistance Grant Program; and

 

Whereas, The application deadline for the next round of grants to be awarded by through this Program is May 1, 2007; and

 

Whereas, Stewardship Local Assistance Grants required one-for-one local matching funds; and

 

Whereas, The project budget for Phase I of Hartung Park indicates a total estimated cost of $629,500, of which the grantor share would be $250,000 and the local share (the City and its project partners) would be $379,500; and

 

Whereas, Up to $100,000 of the required local match could be provided by the Department of Public Works’ Environmental Remediation Fund, with the remainder of the match coming from future City Budget appropriations or other sources; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is authorized and directed to apply for a State of Wisconsin Stewardship Local Assistance Grant in the amount of $250,000 for the purpose of developing Phase I of Hartung Park; and, be it

 

Further Resolved, That the Commissioner of Public Works is authorized to accept funds from other non-City sources in order to amass the total amount of matching funds required under the terms of the grant; and, be it

 

Further Resolved, That further Common Council action is required before any City funds are committed to the Hartung Park Phase I project; and, be it

 

Further Resolved, That upon Common Council approval of the necessary City matching funds and/or obtaining local matching funds from non-City sources, the Commissioner of Public Works is authorized to accept a Stewardship Local Assistance Grant, if approved by the State of Wisconsin, unless the terms of the grant change as indicated in s. 304-81, Milwaukee Code of Ordinances; and, be it

 

Further Resolved, That, upon Common Council approval of the City’s share of the required matching funds, the City Comptroller is authorized to:

 

1.  Create within the Capital-Grant and Aids Project Fund an account number for this project, and to appropriate to this account the City’s share of the required matching funds and any additional funds provided to the City by non-City sources.

 

2.  Establish the necessary City share project value sub-measures.

 

; and, be it

 

Further Resolved, That these funds shall be appropriated to the Department of Public Works, which is authorized to expend from the amount appropriated sums for specified purposes as indicated in the approved grant budget, and to incur costs consistent with the standards and requirements of the grant; and, be it

 

Further Resolved, That the Commissioner of Public Works is authorized to procure professional design services and to award construction contracts for the Phase I Hartung Park improvements funded by the grant and the grant-associated matching funds.
