Title
Substitute resolution relating to an additional Milwaukee Police Department police officer recruit class in 2007.
Analysis
This resolution expresses the Common Council’s support for the addition of a 3rd police recruit class of 66 recruits to commence in early December 2007; the moving up of a 2nd class of 66 recruits from December 2007 to mid-August 2007; the creation of 10 temporary positions of Police Service Specialist Investigator effective April 1, 2007; and the department’s utilization of internal savings as a first source of funding for these positions, as outlined in the letter attached to this file dated March 27, 2007 from the Budget and Management Director, Department of Administration, to the Common Council’s Public Safety Committee. It further requests the appropriate City officials and staff, including the Police Department, the Fire and Police Commission, the Department of Employee Relations, and the Department of Administration - Budget and Management Division, to implement the addition of the 3rd police recruit class of 66 recruits to commence in early December 2007, to move up a 2nd class of 66 recruits from December 2007 to mid-August 2007, and to hire 10 additional Police Service Specialist Investigators effective April 1, 2007.

Whereas, Recent events in the City of Milwaukee indicate that public safety concerns are paramount among citizens, elected officials, the Police Department, and Milwaukee Public School students and staff; and
Whereas, The 2007 Adopted City Budget includes funding for 2 police officer recruit classes of approximately 50-55 candidates each, with projected start dates of early June and early December; and
Whereas, The 2 police recruit classes were intended to reduce the average number of police officer vacancies in the department by about 40 vacancies; and
Whereas, The number of vacancies in 2007 is now projected to be higher than anticipated due to 2 factors: the recruit classes that started in October and December 2006 were smaller than expected, and separations from employment for Milwaukee police officers in 2007 due to retirement, resignation and other personnel actions, is running higher than anticipated; and
Whereas, The addition of a 3rd police recruit class of 66 recruits to commence in early December 2007, coupled with moving up the 2nd class of 66 recruits from December to mid-August 2007, will help alleviate the spike in vacancies in 2007 resulting from smaller than anticipated classes in 2006 and increased police officer retirements and other separations from employment; and
Whereas, The Police Department has determined it will be necessary to hire 10 additional Police Service Specialist Investigators to performing police recruit background investigations related to the addition of the third recruit class and moving up the second class to mid-August; and
Whereas, At this point in 2007, it is anticipated that the Police Department will be able to absorb the costs related to the addition of a 3rd police recruit class of 66 recruits to commence in early December 2007 and moving up of the 2nd class of 66 recruits from December to mid-August, in part from savings related to the increased vacancies; and
Whereas, The Police Department has agreed to the creation of 10 temporary positions of Police Service Specialist Investigator effective April 1, 2007, and to minimize the financial impact of filling these positions by utilizing internal savings within the department’s budget as outlined in the letter dated March 27, 2007 from the Budget and Management Director, Department of Administration, to the Public Safety Committee, which is attached this file; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Common Council supports the addition of a 3rd police recruit class of 66 recruits to commence in early December 2007; the moving up of a 2nd class of 66 recruits from December 2007 to mid-August 2007; the creation of 10 temporary positions of Police Service Specialist Investigators effective April 1, 2007; and the department’s utilization of internal savings as a first source of funding for these positions, as outlined in the letter attached to this file dated March 27, 2007 from the Budget and Management Director, Department of Administration, to the Common Council’s Public Safety Committee; and, be it
