Title

Resolution authorizing and directing the implementation of a pilot special event-parking program.

 

Analysis

 

This resolution authorizes and directs the Commissioner of Department of Public Works to designate that certain special events participate in a pilot program relating to parking restrictions associated with special events held in the public-right-away. The purpose of the pilot program is to assure the parking restrictions associated with certain special events are lifted in a timely manner. The pilot program will include the installation of signs that indicate the day of the special event, event start time and end time, the use of plain meter hoods in conjunction with date specific signs, and the ticketing of vehicles only during the times listed on the signs. The resolution also directs the Department of Public Works to submit a report to the Common Council by January 1, 2008 on the activities and costs related to the program.

 

Body

Whereas, The Department of Public Works (DPW) issues numerous permits for special events in the public-right-of-way throughout the year; and

 

Whereas, While the special events provide benefits to permit holders, the parking restrictions implemented to facilitate certain special events have a negative impact on residents and businesses in the area where a special event is held; and

 

Whereas, It would benefit businesses and residents affected by certain special events to have the parking restrictions associated with certain special events lifted in a timely manner; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that for 2007 the Commissioner of Public Works is authorized and directed to designate that certain special events participate in a pilot program relating to parking restrictions associated with these events held in the public-right-away; and, be it     

 

Further Resolved, The pilot program shall include the following provisions:

 

1.                     DPW shall install signs that indicate the day of the special event, event start time, and end time.  In some cases the signs may indicate an earlier start time in order for DPW to tow cars on routes where bicycle races, parades and runs occur.

 

2.                     When event specific signs are utilized they are to be accompanied by plain meter hoods.

 

3.                     DPW shall ticket vehicles only during the times listed on the signs.

 

4.                     The special event application will indicate that the particular event needs to have event specific information signs, day of the event and the time the event starts and ends.

 

5.                     DPW will establish a policy to remove signs as soon as possible.  DPW will remove signs by 9:00 a.m. on the Monday following the event or the next day if event is during the week.

 

6.                     DPW personnel will remove meter hoods before 8:00 on the Monday following the event or the next day if event is during the week.

 

7.                     The Parking Fund will pay for the costs of fabricating additional signs.

 

8.                     DPW will encourage organizers with events in the central business district to inform businesses of the dates and times that parking restrictions will be enforced. 

 

9.                     Residents and businesses who wish to know which streets are closed for larger special events will be able to access that information by logging on the DPW website and clicking on Street Projects.

Further Resolved, That by January 1, 2008, the Department of Public Works shall submit a report to the Common Council on the activities and costs related to the pilot program, for the purposes of determining whether the program will continue and if the program continues, whether special event permit fees will need to be adjusted  to recover a portion of the program’s future costs. 

 

; and, be it

 

Further Resolved, That the Department of Public Works shall void parking citations inadvertently written when the parking restrictions pertaining to certain special events are no longer in effect.
