Resolution relative to acceptance and funding of a 2014 Cities of Service Impact Volunteering Fund Grant.
Analysis
This resolution authorizes the Department of City Development to accept and fund a 2014 Impact Volunteering Fund Grant from Cities of Service in the amount of $51,980 with a City Share of $7,980, a Non-City Share of $19,000 and a Grantor Share of $25,000. The purpose of this project is to expand the successful "Artistic Board-Up" pilot project that utilizes community volunteers in conjunction with the installation of decorative window and door panels at vacant City-owned properties in the Amani neighborhood to improve neighborhood appearance and pride, build community cohesion and reduce vandalism and crime.
Body
Whereas, American cities face serious challenges and many mayors want to take advantage of every resource available to them; and
 
Whereas, Cities of Service ("CoS") was founded in 2009 by mayors from across the nation; and
 
Whereas, CoS is a bipartisan coalition of over 180 mayors committed to addressing critical city needs through impact volunteering to mobilize the energy of public-spirited residents to address those challenges, using citizen service strategies to address local needs and make government more effective; and
 
Whereas, CoS created the Impact Volunteering Fund grant program to support mayors who are implementing "impact volunteering" strategies that tackle pressing local challenges; and
 
Whereas, The City of Milwaukee ("City") has been a signatory to the CoS Declaration of Service since 2009 and it is eligible for grant funds from the CoS Impact Volunteering Fund; and
 
Whereas, Expansion of the City's Artistic Board-Up pilot program, which has successfully utilized community volunteers in conjunction with the installation of decorative window and door panels at vacant City-owned properties in several Milwaukee neighborhoods to improve neighborhood appearance and pride, build community cohesion and reduce vandalism and crime, is a permissible use of the Impact Volunteering Fund grant program; and
 
Whereas, A collaborative team, including ArtWorks for Milwaukee, the Department of City Development, the Department of Neighborhood Services, the Dominican Center for Women, the Neighborhood Improvement Development Corporation and The Volunteer Center of Milwaukee, crafted a grant proposal to implement a program whereby neighborhood youth enrolled in ArtWorks for Milwaukee programming will work with local residents to fabricate decorative window and door panels that will be installed at City-owned vacant properties in conjunction with neighborhood clean-up activities at up to 40 vacant City-owned properties in the Amani neighborhood; and
 
Whereas, The City appears to be eligible for grant funds from CoS to expand the successful "Artistic Board-Up" pilot project as described herein; and
 
Whereas, Milwaukee's proposal was one of 23 projects selected for funding by CoS; and
 
Whereas, The operation of this 2014 Impact Volunteering Fund Grant from January 1, 2014 to December 31, 2014 will cost $51,980 of which, $7,980 (15 percent) will be provided by the City, $19,000 will be provided by the Neighborhood Improvement Development Corporation and the Dominican Center for Women (39 percent) and $25,000 (48 percent) will be provided by the Grantor; now, therefore, be it
 
Resolved, By the Common Council of the City of Milwaukee, that the Department of City Development shall accept the grant without further approval unless the terms of the grant change as indicated in Section 304.81, Milwaukee Code of Ordinances; and, be it
 
Further Resolved, That the City Comptroller is authorized to:
 
1. Commit funds within the project/grant parent of the 2014 Special Revenue Grant and Aid Projects Fund, the following amount for the project titled, 2014 Cities of Service Impact Volunteering Fund Grant:

Further Resolved, That these funds are appropriated to the Department of City Development, which is authorized to:
 
1. Expend from the amount appropriated, sums for specified purposes, as indicated in the grant budget, and incur costs consistent with the award date.
 
2. Enter into contractual agreements with the above-named partners in accordance with the roles described in the grant proposal.
