Analysis
This ordinance directs the city purchasing director and any other officer, agent, agency, committee, board or commission of the city to purchase, to the greatest extent practicable, Fair Trade Certified products when these products are available and comparably priced to non-certified items.

”Fair Trade Certified” means that a product meets the Fair Trade standards outlined by TransFair USA. Fair Trade Certification is currently available for coffee, tea, herbs, cocoa and chocolate, fresh fruit, sugar, rice and vanilla.

This ordinance takes effect 3 months after passage and publication.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 310-19 of the code is renumbered 310-20.

Part 2. Section 310-19 of the code is created to read:

310-19. Purchase of Fair Trade Certified Products.

1.DECLARATION OF POLICY. The city must be cognizant of the comprehensive labor conditions that may be supported by its actions as a major market participant, including fair wages, sustainable production and a workplace free from toxins. The city has a responsibility to set a high standard of ethics with regard to economic activities, and to ensure tax dollars are spent in a manner consistent with decent ethical and labor standards. Fair Trade Certification is an innovative, market-based system that encourages fair labor practices and a healthy and safe work environment by identifying products that generate fair economic benefit to the producers of these products - often farmers in less developed countries - and Fair Trade products are widely available and competitively priced. The city will help small producers in developing countries gain direct access to international markets in order to increase living standards ...
