Substitute resolution relative to application, acceptance and funding of the Voting Equipment Reimbursement Grant.
Analysis
This resolution authorizes the Milwaukee Election Commission to apply for, accept, and fund an Accessible Voting Equipment project from the Federal Election Commission through the State Election Commission in the amount of $1,218,000. The purpose of the project is to comply with The Help America Vote Act of 2002 (HAVA) Section 251, which requires that every voting system used in a federal election be accessible for individuals with disabilities at each polling place.

Whereas, The Help America Vote Act of 2002 (HAVA) Section 251 requires that every voting system used in a federal election be accessible for individuals with disabilities at each polling place; and

Whereas, The City of Milwaukee appears to be eligible for grant funds from the State Election Commission for accessible voting equipment; and

Whereas, The State Elections Board set aside $6,000 per polling place to enable municipalities to comply with voting equipment accessibility requirements of HAVA; and

Whereas, The operation of this Accessible Voting Equipment project from September 1, 2006 to June 30, 2007 would cost $1,218,000 entirely provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the application to the State Elections Board is authorized, and the Election Commission shall accept this grant without further approval unless the terms of the grant change as indicated in Section 304-81 of the Milwaukee Code of Ordinances; and, be it

Further Resolved, That the City Comptroller is authorized to:
