Title

Resolution authorizing the Commissioner of Public Works to execute a revised project agreement with the Wisconsin Department of Transportation for the improvements of North Humboldt Avenue Bridge over Milwaukee River with Federal and State Aid under the Local Bridge Replacement Program.

Analysis

This  resolution authorizes the Commissioner of Public Works (CPW) to execute a revised project agreement with Wisconsin Department of Transportation (WISDOT) for the improvement of North Humboldt Ave Bridge over Milwaukee River with 80% Federal and 20% Local cost share. The federal funding is capped at $1,944,800 for this project. The total estimated cost for the project  is $2,431,000 of which the City of Milwaukee’s share is $486,200. The revised agreement includes real estate as an eligible cost for State/Federal Aid participation.

Body

Whereas, A project agreement has been executed by the Wisconsin Department of Transportation (WISDOT) and the City of Milwaukee for the improvement of North Humboldt Ave Bridge over Milwaukee River with Federal/State aid under the Local Bridge Replacement Program in accordance with Common Council Resolution File Number 041494, adopted on April 15, 2005; and

 

Whereas, This project agreement did not include a Real Estate phase; and

 

Whereas, The current bridge design calls for real estate acquisition to construct retaining wall, fill and place  public walk; and

 

Whereas, The total estimated real estate acquisition cost is $11,000, of which the City of Milwaukee’s share is $2,200; and

 

Whereas, The total estimated project cost is $ 2,431,000 of which the City of Milwaukee’s share is $486,200; and

 

Whereas, The City has requested and the WISDOT has submitted a Revised Project Agreement  to include a Real Estate phase as a cost participating item; and

 

Whereas, This project is scheduled for construction in 2008; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works is hereby authorized to execute the said Revised Project Agreement that includes Real Estate phase under the Local Bridge Replacement Program, copies of which is attached to the Common Council Resolution File 060902 and are incorporated in the resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the City Comptroller is hereby directed to create within the Capitol Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for real estate acquisition for the project and transfer the amount required under the grant agreement, limited to the federal caps, and City Accounting Policy but not to exceed a 10 percent increase of the total amount reserved for the local share of $5000, whichever is greater, as follows:
