Substitute resolution introducing state legislation permitting cities of the first class to authorize Common Council members to issue citations for violation of certain ordinances.
Analysis
This resolution directs the Department of Administration-Intergovernmental Relations Division to seek introduction and passage of legislation permitting cities of the 1st class to authorize Common Council members to issue citations for certain ordinance violations which are related to the responsibilities of Common Council members.
Body
Whereas, Section 62.59, Wis. Stats., states that no common council in a 1st class city by ordinance may give Common Council members the powers of city police officers; and
Whereas, Common Council members often come across various ordinance violations, including but not limited to noise nuisance, litter and drug paraphernalia violations, in the conduct of their normal business as Common Council members; and
Whereas, It is in the best interest of the City of Milwaukee that Common Council members be permitted to issue citations for violation of certain ordinances; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Department of Administration-Intergovernmental Relations Division is directed to seek introduction and passage of state legislation permitting cities of the 1st class to authorize Common Council members to issue citations for violation of the City's ordinances which are related to the responsibilities of Common Council members.
