Title
A substitute ordinance amending the salary ordinance relating to pay for the recruitment of management employes.
Analysis
Currently the city's salary ordinance provides that the department of employe relations with the concurrence of the chair of the finance and personnel committee may authorize appointment up to the seventh step of the salary grade for management employes for purposes of recruitment.  This ordinance repeals and recreates the process such that common council action is necessary to authorize appointment up to the seventh step of the salary grade.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 12 of file number 050457, as amended, relating to rates of pay and offices and positions in the city service under the control of the common council of the city of Milwaukee, is repealed and recreated to read:
Section 12. Management Pay Plan.
d. Recruitment. Except as provided elsewhere, appointment shall be at the minimum step of the grade to which the classification is allocated.  In the event it becomes necessary to recruit at a rate above the minimum, action of the common council is required to authorize appointment up to the seventh step of the salary grade.
 
Part 2.  The provisions of this ordinance are deemed to be in force and effect from and after pay period _____, 2006 ( _____, 2006).
 
Part 3.  This ordinance will take effect and be in force from and after its passage and publication.
