Title

Resolution authorizing the Commissioner of Public Works to execute a document titled Transportation CMAQ Program Project Agreement with the Department of Transportation for the programming of a project known as Summerfest Shuttle Bus Parking (non-highway) Management System - Phase 2 with construction costs of project including preliminary engineering and construction being $1,175,000.

Analysis

This resolution authorizes the Commissioner of Public Works to execute the Project Agreement with the Wisconsin Department of Transportation for the programming of the Summerfest Shuttle Bus Parking (non-highway) Management System - Phase 2.   The project will be funded 80 percent ($164,800) by CMAQ funds, with the remaining 20 percent ($41,200) being paid by City funds.  Total project costs will be $1,175,000, of which the grantor share is $940,000 and City share is $235,000.

Body

Whereas, The City of Milwaukee has actively promoted the Park Once concept in downtown Milwaukee; and

 

Whereas, The City of Milwaukee wishes to promote the use of the Summerfest Shuttle Bus and Downtown Trolley; and

 

Whereas, The Summerfest Shuttle Bus Parking (non-highway) Management System - Phase 2 project is a project which promotes the Park Once concept and use of the Summerfest Shuttle Bus and Downtown Trolley; and

 

Whereas, The City of Milwaukee wishes to expand the number of parking structures and areas that are included in Phase 1 of this parking management project; and

 

Whereas, Parking management projects such as the Summerfest Shuttle Bus (non-highway) Management System - Phase 2 Project are eligible for the state’s CMAQ program; and

 

Whereas, The City of Milwaukee applied for CMAQ funds to undertake the Summerfest Shuttle Bus Parking (non-highway) Management System - Phase 2; and

 

Whereas, The Wisconsin Department of Transportation (WISDOT) has approved this application and submitted a Project Agreement to be executed by the City of Milwaukee for the programming of the project with federal aid under the CMAQ program; and

 

Whereas, The State cannot proceed with any project cost overruns and/or changes in scope of more than 5 percent without prior Department of Public Works (DPW) approval; and

 

Whereas, The DPW shall notify the Common Council of the City of Milwaukee at its next scheduled meeting after any such project overruns and/or changes in scope approved by the DPW; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100 percent liable for any such project cost overruns and/or changes in scope as approved by the DPW; and

 

Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any such project cost incurred by the State should the City decide to withdraw from the project; now, therefore, be it

 

Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized to execute the Project Agreement for the programming of the Summerfest Shuttle Bus Parking (non-highway) Management System - Phase 2 Project, a copy of which is attached to Common Council Resolution File Number 060600 and is incorporated in this resolution by reference as though set forth in full; and, be it

 

Further Resolved, That the CPW is hereby authorized and directed to undertake or engage a consultant to undertake the above mentioned project and to reimburse the WISDOT for costs they incur for the project; and, be it

 

Further Resolved, That the City Comptroller is hereby authorized to create with the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield values for preliminary engineering for the project (Expenditure), and transfer to these accounts the amount required under the grant agreement and City Accounting Policy, but not to exceed a 10 percent increase of the total amounts reserved for the grantor’s share and local share or $5,000, whichever is greater, as follows:
