Title:
Resolution relative to application, acceptance and funding of a U.S. Homeland Security Grant Program, Buffer Zone Protection Program Grant.

Analysis:
This resolution authorizes the Milwaukee Police Department to apply for, accept and fund a U.S. Department of Homeland Security, Buffer Zone Protection Program Grant, through the State of Wisconsin, Office of Justice Assistance, pursuant to the U.S. Homeland Security Grant Program, in the amount of $200,000 with a city share of $0, and a grantor share of $200,000. The purpose of this program is to enhance the overall protection of identified Critical Infrastructure and Key Resource (CI/KR) sites, and to enhance the response capabilities of emergency first responders when responding to incidents occurring at the indicated sites.

Body:
Whereas, Under CFDA 97.078, the City of Milwaukee appears to be eligible for grant funds from the U.S. Department of Homeland Security through the State of Wisconsin, Office of Justice Assistance; and

Whereas, The operation of this grant from 01/01/06 to 12/31/06 would cost $200,000 of which $0 (0%) would be provided by the city and $200,000 (100%) would be provided by the grantor; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that application to the State of Wisconsin, Office of Justice Assistance is authorized and the Police Department shall accept this grant without further approval unless the terms of the grant change as indicated in Common Council file 030712; and, be it

Further Resolved, That, the City Comptroller is authorized to:

1. Commit funds within the Project/Grant Parent of the 2006 Special Revenue-Grant and Aid Projects, the following amount for the program titled: Homeland Security Buffer Zone Protection Program Grant.
