Substitute resolution authorizing the Commissioner of Public Works to execute document titled “Revised State/Municipal Agreement for a Highway Safety Improvement Project” with the Wisconsin Department of Transportation (WISDOT) for intersection modifications at West Silver Spring Drive and North Teutonia Avenue with Federal and/or State Aid under the Highway Safety Improvement Program.
Analysis
This substitute resolution authorizes the Commissioner of Public Works to execute a revised project agreement with the Wisconsin Department of Transportation for intersection modifications at West Silver Spring Drive and North Teutonia Avenue with 90 percent Federal and/or State Aid under the Surface Transportation Program. The revised agreement increases the federal funding for preliminary engineering on this project. The federal funding is capped at $783,000 for this project. The total estimated cost for the project is $1,000,000, of which the City of Milwaukee’s share is $217,000.

Whereas, A project agreement was executed by the WISDOT and the City of Milwaukee for the preliminary engineering work for the intersection modifications at West Silver Spring Drive and North Teutonia Avenue in accordance with Common Council Resolution File Number 040866 adopted on November 3, 2004; and
Whereas, Preliminary engineering activities have begun and a consultant has been engaged to work on the project; and
Whereas, The City requested and the consultant prepared a revised cost estimate for the project; and
Whereas, The consultant’s revised estimated cost for preliminary engineering is estimated at $250,000 and the original estimate for preliminary engineering was $100,000; and
Whereas, The Wisconsin Department of Transportation in this revised agreement has increased the federal funding for preliminary engineering but has capped federal funds to $108,000 for preliminary engineering and previously capped federal funds for construction at $675,000; and
Whereas, The total estimated cost for the project is $1,000,000, of which the City of Milwaukee’s share is $217,000; and
Whereas, A revised project agreement increasing the federal funding for preliminary engineering for this project has been received from the Wisconsin Department of Transportation to be executed by the Commissioner of Public Works; and
Whereas, This project is scheduled for construction in 2008; and
Whereas, Funds for the construction phase of the project will be included in future resolutions, now therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works (CPW) is hereby authorized to execute the before mentioned revised project agreement with Federal and State Aid under the Highway Safety Improvement Program, copies of which are attached to the Common Council Resolution File 060592 and are incorporated in this resolution by reference as though set forth in full; and, be it
Further Resolved, That the City Comptroller is hereby directed to create within the Capital Improvement Fund, Grant and Aid Projects, the necessary Project/Grant Chartfield Values for preliminary engineering for the project and transfer the amount required under the grant agreement, limited to the federal caps, and City Accounting Policy but not to exceed a 10 percent increase of the total amount reserved for the local share of $5,000, whichever is greater, as follows:
