Analysis
This ordinance abolishes the neighborhood advisory councils on crime prevention and establishes a Milwaukee citywide block watch council. The council shall be composed of the 7 police district block watch council chairpersons chosen by each district block watch council. Members shall serve a term of 2 years.

The purpose of the council is to provide crime prevention information and assistance to neighborhood block watches throughout the city of Milwaukee. The council shall coordinate the activities of the district block watch councils by maintaining communication and collaboration among members of law enforcement.
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 312-14 of the code is repealed and recreated to read:

312-14. Citywide Block Watch Council.

1. ESTABLISHMENT. There is created a citywide block watch council to provide crime prevention information and assistance to neighborhood block watches throughout the city of Milwaukee.

2. COMPOSITION. The council shall be composed of the 7 police district block watch council chairpersons chosen by each district block watch council.

3. TERMS. Members shall serve a term of 2-years and may be reappointed or reelected by the appropriate authority.

4. RESPONSIBLITIES AND DUTIES.
a. The council shall coordinate the activities of the district block watch councils by maintaining communication and collaboration among members of law enforcement.
b. The duties of the council include, but are not limited to the following:
b-1. Voting on all issues that directly affect the citywide block watch program.
b-2. Implementing directives, suggestions, instructions and guidance from the Milwaukee police department.
