Title
Substitute resolution authorizing the Citywide Block Watch Council to accept and expend contributions.
Analysis
This resolution creates a Citywide Block Watch Fund for the purposes of providing assistance to neighborhood block watches. The Citywide Block Watch fund shall accept monetary contributions up to $10,000.
Body
Whereas, Section 304-24 of the Code of Ordinances regulates the receipt, appropriation and expenditure of contributions received by the City; and

Whereas, The Citywide Block Watch Council provides crime prevention information, coordinates the activities of district block watch councils, provides assistance to neighborhood block watches, and maintains communication and collaboration among members of the Common Council and law enforcement throughout the City of Milwaukee; and

Whereas, Various entities are interested in contributing funds to assist neighborhood block watches within the City of Milwaukee; now, therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Citywide Block Watch Council is authorized to accept up to $10,000 in contributions and to expend such funds in accordance with s. 304-24 of the Code of Ordinances and established City policies and procedures, as well as any intent expressed in writing by any contributors; and, be it

Further Resolved, That upon receipt and deposit of these funds, the City Comptroller is authorized and directed to establish a special account within the Police Department budget for the expenditure of contributions; and, be it

Further Resolved, That the City Comptroller is authorized and directed to transfer appropriations and estimated revenue from the 2006 Special Purpose Account for Contributions (0001-2110-0001-006300), and the Estimated Revenue Account for Contributions (0001-9990-0001-009850), to the Police Department special account (0001-3310-0001-DXXX-006300), and the Police Department ...
