Analysis
This ordinance creates a special purpose fund for the purpose of supporting and promoting job training and business development in the city of Milwaukee. Revenues shall be entered into the fund from the payments of forfeitures for the violation of ordinances prohibiting cruising, penalizing unlawful assemblies involving motor vehicles, and penalizing certain ordinance violations occurring between the hours of 8:00 p.m. and 5:00 a.m. in areas designated cruising enforcement areas. The common council shall authorize expenditures from the fund for the benefit of disadvantaged youth in the city of Milwaukee through the support of programs, activities or other efforts relating to the promotion of job training, the alleviation of unemployment and the development of business and business opportunities.

Whereas, Many youth in the city of Milwaukee are disadvantaged due to a lack of training, education and employment opportunities; and

Whereas, Reducing unemployment by increasing educational, training and employment opportunities contributes to a reduction in crime, disruptive behavior and violence; and

Whereas, Businesses in the city of Milwaukee should be encouraged to expand opportunities for youth training, education and employment; and

Whereas, Revenues from forfeiture payments for cruising and unlawful assembly violations and from the enhanced penalties for ordinance violations in designated cruising areas can be used to invest in the future welfare and well-being of youth and the prevention of unemployment and crime; now, therefore
