Title
Motion approving the reassignment of public passenger vehicle permit numbers relating to taxicabs.
Analysis
This motion approves the taxicab public passenger vehicle permit number reassignment schedule as listed and attached to this file, and directs the appropriate City officials to execute the reassignment schedule, which may include the refusal of an inspection sticker to any taxicab that is found after September 30, 2006, to be in noncompliance with the permit number reassignment schedule.
Body
Whereas, Common Council File Number 910692, effective January 14, 1992, established that no new public passenger vehicle permits for taxicabs shall be issued, except under certain conditions; and

Whereas, Currently, the number of public passenger vehicle permits issued for taxicabs is 321 permits; and

Whereas, The permit numbers originally assigned to the 321 public passenger vehicle permits issued for taxicabs have largely remained unchanged since initial assignment and, as a result, permit numbers currently range from 1 to 998; and

Whereas, Recent investigations by the Office of the City Clerk of certain complaints filed by taxicab riders have revealed that operators of unlicensed taxicabs are often displaying on their vehicles unassigned permit numbers in order to represent to enforcement officials and the public that public passenger vehicle permits have been duly issued, and, thereby, avoid further scrutiny; and

Whereas, The reassignment of public passenger vehicle permit numbers from 1 to 321 would restrict the ability of operators of unlicensed taxicabs to operate and make more easily identifiable to enforcement officials and the public those taxicabs for which no public passenger vehicle permits have been issued; and
