Title
Substitute ordinance to further amend the 2006 rates of pay of offices and positions in the City Service under control of the Common Council.
Analysis
This substitute ordinance makes rates of pay changes to the rates of pay for the following: Part II, Section12 of Management Pay Plan; Milwaukee Building and Construction Trades Council (Dept. of Public Works); District Council 48, AFSCME, AFL-CIO Contract Administrator, Police Department and Library
Body
The Mayor and Common Council of the City of Milwaukee do ordain as follows:
Part 1. Section 2 of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows:
Under Salary Grade 009, add the title “Marketing and Public Relations Officer.”
Part 2. Section 2 of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2006 - July 30, 2006):
Under Salary Grade 012, add footnote "3/" to the title "Inspector of Police” and add footnote "3/" to read as follows: "3/ Appointment of Edward Liebrecht authorized at the eight step of Salary Grade 12."
Part 3. Section 5 of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2006 - August 27, 2006):
Under Pay Range 406, add the following sentence to footnote 1/ “Effective September 5, 2006 through November 10, 2006 Paula Dorsey has been replaced by Kenneth Wischer as District Council 48 Contract Administrator and will not be paid at rates consistent with Pay Range 936.”
Part 4. Section 16a of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2006 - August 27, 2006):
Under Pay Range 750 add the footnote designation “6/” after the title Operations Driver/Worker and add footnote 6/ to read as follows: “6/ Effective September 5, 2006 through November 10, 2006, one position held by Kenneth Wischer, in the Operations Division of the Department of Public Works, to be paid at rates consistent with Pay Range 936 while performing contract administrator duties.”
Part 5. Section 16a of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 24, 2006 - November 19, 2006):
Under Pay Range 750 delete the footnote designation “6/” after the title Operations Driver/Worker and delete footnote 6/ in its entirety.
Part 6. Section 23 of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 18, 2006 - August 27, 2006):
Under Pay Range 936, add the footnote designation “1/” after the title District Council 48 Contract Administrator and add footnote 1/ to read as follows: “Effective September 5, 2006 through September 9, 2006, Kenneth Wischer shall be paid an additional $2 per hour to his Operation Driver Worker pay rate under Pay Range 750 while performing contract administrator duties of District Council 48 contract Administrator as a replacement for Paula Dorsey.”
Part 7. Section 23 of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 19, 2006 - September 10, 2006):
Delete Pay Range 936 in its entirety and replace with the following:

Part 8. Section 23 of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 23, 2006 - November 5, 2006):
Delete Pay Range 936 in its entirety and replace with the following:

1/ Effective November 5, 2006 through November 10, 2006, Kenneth Wischer shall be paid an additional $2 per hour to his Operation Driver Worker pay rate under Pay Range 750 while performing contract administrator duties of District Council 48 Contract Administrator as a replacement for Paula Dorsey.
Part 9. Section 26 of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 16, 2006 - July 30, 2006):
Delete the rates of pay shown for Pay Ranges 981 through 993 and substitute the following in lieu thereof:

Part 10. Part II, Section 12, of ordinance File Number 050456 relative to rates of pay of offices and positions in the City Service is hereby amended as follows (Effective Pay Period 1, 2005 - December 19, 2004):
Under “Section 12. g. Demotions”, delete paragraphs (1), (a), (b), (2), (a), (b), (c) and (3) in their entirety.
Part 11. All ordinances or parts of ordinances contravening the provisions of this ordinance are hereby repealed.
Part 12. The provisions of Part 10 of this ordinance are deemed to have been in force and effect from and after Pay Period 1, 2005 (December 19, 2004).
The provisions of Parts 2 and 9 of this ordinance are deemed to have been in force and effect from and after Pay Period 16, 2006 (July 30, 2006).
The provisions of Parts 3, 4 & 6 of this ordinance are deemed to have been in force and effect from and after Pay Period 18, 2006 (August 27, 2006).
The provisions of Part 7 of this ordinance are deemed to have been in force and effect from and after Pay Period 19, 2006 (September 10, 2006).
The provisions of Part 8 of this ordinance are deemed to have been in force and effect from and after Pay Period 23, 2006 (November 5, 2006).
The provisions of Part 5 of this ordinance are deemed to have been in force and effect from and after Pay Period 24, 2006 (November 19, 2006).
The provisions of all other parts of this ordinance are deemed to be in force and effect from and after the first day of the first pay period following passage and publication.
Part 13. This ordinance will take effect and be in force from and after its passage and publication.
