Mr. Tom Nardelli, Representative- Paratech Ambulance Company. Mr. James Baker, Representative-Curtis Ambulance. Motion by Ald. Hines to amend Common Council File #060422 to include the following: 1. To make the language related to the City's participants in the preparation of such a contract more explicit -that the appropriate City officials, including but not limited to the Fire Chief, City Attorney, Commissioner of Health, Comptroller and Director of Administration, are authorized to represent the City's best interests and desired outcomes in the terms and conditions of this contract. 2. To make the language related to Common Council approval of any such contract more explicit-to provide that any contract negotiated with private ambulance providers shall require approval by the Common Council prior to its execution and implementation. Motion by Ald. Puente to accept Proposed substitute (A). Prevailed. 5-0. According to Chief Wendtlandt of the Milwaukee Fire Department, the purpose of this resolution is to develop documentation in collabration with all interested parties, that would indentify one clear point that would be adhered to by all entities. He also commented that changes to fee structures would not be included in this contract, but addressed separately.

Analysis
This resolution directs the City Attorney to negotiate and draft a Basic Life Support Transport service contract between the City of Milwaukee and private ambulance providers, per the primary recommendation of the Basic Life Support Transport Policy Review Task Force. This resolution further authorizes the appropriate City officials, including but not limited to the Fire Chief, City Attorney, Commissioner of Health, Comptroller and Director of Administration, to participate in this process to represent the City’s best interests and desired outcomes in the terms and conditions of the contract. Any contract negotiated with private ambulance providers shall require approval by the Common Council prior to its execution and implementation.

Whereas, The City of Milwaukee has partnered with private ambulance companies to provide citizens Basic Life Support (BLS) transport services since 1978; and

Whereas, These services are provided under the direction of Section 75-15-14 of the Milwaukee Code of Ordinances; and

Whereas, Under Common Council File #041200, the Common Council established a Basic Life Support Review Task Force to evaluate the current BLS system, review alternative systems and make recommendations for system improvement; and

Whereas, Common Council File #051054 transmitted the Final Report of the Basic Life Support Review Task Force to the Public Safety Committee on May 18, 2006; and

Whereas, The primary recommendation of the Task Force was that the City of Milwaukee establish a service contract between the City and ambulance providers; now, therefore, be it
