Title
Resolution related to the Milwaukee Fire Department’s application for the “Federal Mediation and Conciliation Service” grant from the Federal Mediation and Conciliation Service - Labor/Management Grant Program.

Analysis
This resolution authorizes the Milwaukee Fire Department to apply for a grant amount totaling $132,000 from the Federal Mediation and Conciliation Service under the Labor/Management Grant Program ($120,000 grantor share/$12,000 City share). The funds will be used to enhance MFD employee skills to provide more effective and efficient services to our customers, the citizens of the City of Milwaukee and to improve the working relationships between management and labor in a public sector environment.

Whereas, The Federal Mediation and Conciliation Service offers funds through the “Federal Mediation and Conciliation Service” program, and the Milwaukee Fire Department (MFD) is eligible for these funds; and

Whereas, The MFD desires to partner with Marquette University Center for Dispute Resolution for the duration of this grant project; and

Whereas, The MFD would utilize this grant to change the organizational culture, improve organizational communication and provide tangible service that benefits not only those directly involved in the dispute, but also those around them who are impacted by unresolved conflict; and

Whereas, If awarded, this grant will enhance MFD employee skills to provide more effective and efficient services to our customers, the citizens of the City of Milwaukee and to improve the working relationships between management and labor in a public sector environment; now therefore, be it

Resolved, By the Common Council of the City of Milwaukee, that the Milwaukee Fire Department is authorized
to apply for a grant from the Federal Mediation and Conciliation Service - Labor/Management Grant Program
