Analysis
This ordinance increases the amount charged for both Basic Life Support and Basic Life Support - Emergency ambulance conveyances for 2 categories of patients established by the code, namely residents and non-residents. The increases are as follows:

1. For residents, from $376 to $396.
2. For non-residents, from $435 to $458.

Both of these new rates reflect a 5.3% increase, consistent with the 2004-2005 Milwaukee consumer price index increase for medical care.

In addition, this ordinance permits private ambulance companies to bill both residents and non-residents $582 for Advanced Life Support (ALS) conveyances when the conveyances are made under the terms of the Private Provider Interfacility Unit protocol, a 5.3% increase over the previous rate of $553.

Finally, this ordinance increases the amount charged for mileage. Mileage is defined as the distance traveled with the patient in the ambulance from point of origin to destination. The rate, for both residents and non-residents is increased from $10.39 per mile to $11.75 per mile. The new rate reflects an 13.1% increase.

The Mayor and Common Council of the City of Milwaukee do ordain as follows:

Part 1. Section 75-15-14-c-1 to 3 of the code is amended to read:

75-15. Ambulance Certification Regulations.

14. AMBULANCE RATE.
c-1. For patients who are residents of the city of Milwaukee, for Basic Life Support, [[$376]] >>$396<< and, for Basic Life Support - Emergency, [[$376]] >>$396<<.
