Analysis
This resolution reserves and appropriates up to $750,000 from the 2006 Special Purpose Account - Community Services Staffing for the purpose of funding additional police recruit training - 40 recruits - for the second and third recruit classes in 2006. This resolution also specifies that the continuing need for these 40 positions, as well as other vacant sworn positions, shall be evaluated upon submission and review of the Police Department staffing report, which was funded in the 2006 City Budget. This resolution also appropriates the remaining $750,000 from the SPA to the Police Department’s Salaries and Wages Account for additional police overtime in 2006. This resolution further specifies that a Community Service Officer program consisting of 15 Community Service Officers shall be implemented with service to begin in the summer of 2007.

Whereas, On May 22, 2006, the permanent vacancies in the position of police officer in the Milwaukee Police Department numbered 172 and the temporary vacancies numbered 17; and

Whereas, Recent events in the City of Milwaukee indicate that public safety concerns are paramount among the citizens, the Police Department and civic leaders; and

Whereas, The 2006 City Budget includes an appropriation of $1.5 million in a Special Purpose Account (SPA) entitled Community Services Staffing, for purposes related to implementation of non-sworn positions of Community Services Officer within the Police Department; and
