Resolution authorizing the Commissioner of Public Works to install traffic control improvements in conjunction with the 2005-2006 Traffic Signing and Marking Enhancement Grant from the Wisconsin Department of Transportation for the Riverwalk pedestrian crossings project in the 4th Aldermanic District and for citywide in-street pedestrian signs project at a total estimated cost of $49,998.00 with an estimated City share of $12,499.50
Analysis
This resolution authorizes the Commissioner of Public Works to install traffic control improvements at the Riverwalk pedestrian crossings and at various intersections at a total estimated cost of $49,998.00, with an estimated City share of $12,499.50. Seventy-five percent of the funding for this project is being provided by the Wisconsin Department of Transportation under the Traffic Signing and Marking Enhancement Program. This resolution also authorizes the comptroller to establish and transfer funds to the appropriate accounts for the project.
Body
Whereas, The Wisconsin Department of Transportation (WISDOT) has begun a program to improve the visibility of traffic control signs and pavement markings under the State Traffic Signing and Marking Enhancement Program; and
Whereas, The Department of Public Works has applied for Grant Funds for the installation of improved pedestrian crossing signing at the Riverwalk crossings in downtown Milwaukee and at various pedestrian crossings throughout the City; and
Whereas, Pedestrian signing improvements will consist of the installation of overhead pedestrian crossing signs at the Riverwalk crossings, and in-street yield to pedestrian signs at 55 other locations in the City; and
Whereas, The WISDOT Traffic Signing and Marking Enhancement Program will provide cost participation for the installation of signing improvements; and
Whereas, The total estimated cost of both of these signing improvements is $49,998.00, of which a maximum of 75% or $37,498.50 is to be provided by WISDOT, with the remaining funds, or $12,499.50, available in the Division's 2006 Capitol Improvement Account; and
Whereas, WISDOT has forwarded executed project agreements for funding and implementation of these improvements, and copies of which is attached is attached to this to this resolution; and
Whereas, The Department of Public Works shall notify the Common Council of the City of Milwaukee at the next scheduled meeting of any such project overruns and/or changes in scope approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be 100% liable for any such project cost overruns and/or changes in scope as approved by the Department of Public Works; and
Whereas, The Common Council of the City of Milwaukee recognizes that the City may be liable for any costs incurred by the State should the City decide to withdraw from the project; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the Commissioner of Public Works hereby is directed to install traffic signing improvements at Riverwalk pedestrian crossings and various other intersections under the 2005-2006 Traffic Signing and Marking Enhancement Grant Program based on a predetermined estimate, a copy of which is attached to this resolution; and, be it
Further Resolved, That the Common Council of the City of Milwaukee recognizes that if the City should withdraw from the project, the City will reimburse the State for any costs incurred by the State on behalf of the project; and, be it
Further Resolved, That upon approval of this contract, the City Comptroller is hereby authorized to create within the Capital Grant and Aid Projects Fund the appropriate Project/Grant Chartfield Value for this project and transfer to these accounts the amount required under the agreement and City accounting policy, but not to exceed a 10% increase of the total amounts reserved for the grantor's share and local share or $5,000, whichever is greater as follows:
