Substitute resolution relative to application, acceptance and funding of a WE Energies Energy Efficiency Quick Start Program Grant.
Analysis
This substitute resolution authorizes the City Engineer to apply for, accept and fund an Energy Efficiency Quick Start Program Grant from WE Energies in the amount of $194,866.56 with a city share of $0.00 and a grantor share of $194,866.56. The purpose of the project is to offset material costs of the installation of Light Emitting Diode traffic signal lamps within the City of Milwaukee.

Whereas, City of Milwaukee appears to be eligible for grant funds from WE Energies to offset material costs of the installation of Light Emitting Diode traffic signal lamps within the City of Milwaukee; and

Whereas, The operation of this grant would cost $194,866.56 of which, $0.00 (0%) would be provided by the city and $194,866.56 (100%) would be provided by the grantor; and

Whereas, WE Energies Energy Efficiency Quick Start Program (Quick Start) will provide cash incentives to the City of Milwaukee for the replacement of existing incandescent traffic signal lamps to Light Emitting Diode (LED) traffic signal lamps; and

Whereas, The City of Milwaukee is currently installing LED signal lamps at numerous locations in the City and the cash incentive from WE Energies will serve to reimburse the City for part of the LED material costs; and

Whereas, Preliminary provisions for the Quick Start Program were calculated to provide the City with $340,391.04 in cash incentives to offset costs for lamp installation if funded entirely by City Capital Improvement funds; and

Whereas, The City has been able to procure Hazard Elimination grants and other funding sources to offset capital costs for installing LEDs for the majority of the traffic signals in the City; and
