Analysis
This resolution appropriates $143,000 from the 2006 Common Council Contingent Fund to a new Special Fund in the Department of Administration for a skilled trades training, certification and apprenticeship/employment placement program; authorizes DOA to enter into an intergovernmental cooperation agreement with the Milwaukee Metropolitan Sewerage District to partner in such a program; directs DOA to report to the Common Council on the results of the program no later than September 14, 2007; and rescinds a previous resolution which implemented a budget footnote relating to capital improvement borrowing for a job training program in the 2006 City Budget.
Body
Whereas, Economic research indicates that during the next 15 years, 50% of the journey persons working on construction projects in southeastern Wisconsin will retire, resulting in a severe shortage of skilled trades workers that could impede economic development throughout the region; and

Whereas, By Common Council amendment to the 2006 Proposed City Budget, the 2006 Adopted City Budget provides $147,500 of debt-financed expenditure authority in 3 capital improvement accounts for a job training and certification program in specific skilled trades for Milwaukee residents, to be administered by the Department of Administration (DOA); and

Whereas, The Common Council adopted File Number 050958 on November 11, 2005, a resolution implementing a budget footnote relating to this capital funding, which provided that the DOA shall administer the funds for the job training program; training shall be on-the-job or directly related to City capital pro...
