Analysis
This resolution authorizes the sale of a vacant lot for residential construction pursuant to Section 304-49-17, Milwaukee Code of Ordinances.
Body
Whereas, The Housing Authority of the City of Milwaukee (“HACM”) has leased the City-owned vacant lot at 1518 West State Street since 1977 for use as green space for its adjacent scattered site housing units at 1506-14 West State Street; and
Whereas, HACM recently demolished the adjacent housing units and would like to develop the combined property with four detached single-family rental units that will be financed by the scattered site program or federal affordable housing tax credits; and
Whereas, HACM has offered to terminate its lease and to purchase the City-owned vacant lot for $1.00 for assemblage with its adjacent property for the new scattered site development; and
Whereas, Section 304-49-17 of the Milwaukee Code of Ordinances allows the City of Milwaukee (“City”) to accept unsolicited offers to purchase when the City receives fair compensation, whether monetary or non-monetary; and
Whereas, Sale of this lot will allow HACM to expand quality, affordable housing opportunities in the City; and
Whereas, This lot will be sold in “as is” condition without representations or warranties including but not limited to soil quality and subsurface condition; and
Whereas, The City Plan Commission has determined that this lot is surplus to municipal needs; now, therefore, be it
Resolved, By the Common Council of the City of Milwaukee, that the vacant lot at 1518 West State Street is declared surplus to municipal needs and that the Offer to Purchase from the Housing Authority of the City of Milwauke...
