Title
Substitute resolution updating the “Public Outdoor Recreation Plan for the City of Milwaukee Neighborhoods 2001-2005” to include Hartung Park.
Analysis
The City currently operates a landfill at the Hartung Quarry site, which is located south of West Keefe Avenue and west of North 99th Street. The landfill is nearing capacity and is expected to be closed and capped within the next 18 months. This resolution adopts a plan for redevelopment of the Hartung Quarry site after the landfill closed. The plan calls for most of the site to be redeveloped as a park (“Hartung Park”), with approximately 10 single-family home lots to be developed along the perimeter of the site.

This resolution also directs the Department of City Development to update the “Public Outdoor Recreation Plan for the City of Milwaukee Neighborhoods 2001-2005” to include the proposed Hartung Park.
Body
Whereas, Hartung Quarry, located on a site located generally south of West Keefe Avenue and west of North 99th Street, has been used by the City for disposal of “clean fill” waste material for over 30 years; and

Whereas, It is anticipated that Hartung Quarry will be filled to capacity, closed and capped within the next 18 months; and

Whereas, It is incumbent upon the City of Milwaukee to ensure that, following closure of the landfill, the Hartung Quarry site is used in a manner that is most beneficial to residents and property owners in surrounding neighborhoods and in the city as a whole; and

Whereas, The Hartung Park Community Association, an organization of Milwaukee and Wauwatosa residents living in the vicinity of Hartung Quarry, has developed a plan for redevelopment of the site primarily as a passive-recreation public park, with approximately 10 single-family home sites on the perimeter of the redevelopment area; and
