Analysis
Adoption of this resolution by at least two-thirds vote of the Common Council of the City of Milwaukee will approve the surplus declaration and blight designation of the subject City-owned properties for acquisition by the Redevelopment Authority of the City of Milwaukee utilizing the Spot Acquisition procedures set forth in Section 66.1333, Wisconsin Statutes.
Body
Whereas, The Redevelopment Authority of the City of Milwaukee (“Authority”) received grant funding from the United States Environmental Protection Agency (“EPA”) to assist in remediation of several brownfields that were acquired by the City of Milwaukee through In Rem foreclosure; and

Whereas, A condition of the EPA grant requires that the recipient of the funds be the property owner and the City-owned properties at 821-33 East Locust Street, 7132 West Bradley Road, 1333 West Pierce Street and 1320-22 West National Avenue need to be declared surplus to municipal needs and acquired by the Authority; and

Whereas, In order for the Authority to acquire property that is not in a redevelopment project area, the Authority must hold a public hearing and declare the property blighted pursuant to Section 66.1333, Wisconsin Statutes; and

Whereas, The Authority held a public hearing on March 16, 2006, after which it determined the subject properties met the statutory definition of blight as summarized in a Blight Summary Report, a copy of which is attached to this Common Council File, and requested Common Council approval of the bligh...
