Title

Resolution granting authority to the proper City officials to amend the City of Wauwatosa’s  water service agreement with the City of Milwaukee to enlarge the approved service area to include the Village of Elm Grove.

 

Analysis

This resolution authorizes the proper City officials to amend the water service agreement between the City of Wauwatosa and the City of Milwaukee to include the Village of Elm Grove in the approved water service area.  This would allow Wauwatosa to purchase from the Milwaukee Water Works additional water at wholesale rates prescribed by the Public Service Commission and to provide that water to the Village of Elm Grove.  The resolution transmits to the Common Council the engineering feasibility study conducted by the Water Works and the analytical study conducted by the Legislative Reference Bureau in accordance with resolution 980571.

 

Body

Whereas, Resolution 030547, adopted by the Common Council on November 5, 2003, authorized an “Agreement Between the City of Milwaukee and the City of Wauwatosa for the Purchase of Water at Wholesale” which provided for the City of Wauwatosa to purchase  water for use within its municipal limits from the Milwaukee Water Works; and

 

Whereas, The terms of the existing agreement expire in December 2013; and

 

Whereas, Any modification to the service area must be authorized by the Common Council of the City of Milwaukee; and

 

Whereas, Resolution 050847, adopted by the Common Council on November 15, 2005, authorized the Milwaukee Water Works to conduct an engineering feasibility study and the Legislative Reference Bureau to conduct an analytical study regarding the sale of additional water to the City of Wauwatosa for the purpose of Wauwatosa providing that water to the Village of Elm Grove; and

 

Whereas, Those studies have been completed and are included in this file for Common Council consideration; and

 

Whereas, When the distribution system is fully constructed, the Village of Elm Grove estimates using 1.1 million gallons of water per day and this volume can be treated and pumped within the excess capacity of the Milwaukee Water Works without any capital costs to the Water Works; and

 

Whereas, The Public Service Commission has in place a tariff for the sale of Milwaukee water to the City of Wauwatosa that would apply to any additional water sold to Wauwatosa for the use of the Village of Elm Grove and at the current rate 1.1 million gallons of water per day would generate an additional $186,000 of net revenue annually to the Milwaukee Water Works; now, therefore be it

 

Resolved, By the Common Council of the City of Milwaukee, that the proper City officials are authorized and directed to amend the City of Wauwatosa’s water service agreement with the City of Milwaukee to enlarge the approved service area to include the Village of Elm Grove; and, be it

 

Further Resolved, That the Milwaukee Water Works file a fully executed copy of the amendment with the Public Service Commission of Wisconsin.
