Substitute resolution authorizing the Department of Employee Relations to hire consultants to assist in preparing requests for proposals for employee benefit contracts, to assist in evaluating benefit policies relative to controlling costs, and to develop a comprehensive strategic direction for health care.

Body
Whereas, the following City of Milwaukee employee Benefit contracts expire at the end of 2005:
Contracts with the two Health Maintenance Organizations;
Contract with the Flexible Choices Plan administrator;
Contract with Fee-For-Service Dental Plan; and
Contract with three Pre-Paid Dental Plans; and

Whereas, The Department of Employee Relations (DER) wishes to prepare a requests for proposals (RFP) to identify vendors for the Health Maintenance Organization (HMO) services; and

Whereas, The DER wishes to extend contracts for the Flexible Choices Program services with ProcessWorks; for three Pre-paid Dental services with Care Plus, DentalBlue and First Commonwealth; and, for Fee-for-Service Dental services with DeltaDental; and

Whereas, The DER wishes to utilize the services of Willis of Wisconsin for data gathering and information sharing regarding HMO and Basic Plan data for all active and retired employees; and

Whereas, The DER wishes to utilize the services of Willis of Wisconsin to prepare projected costs for all Basic Plan groups for 2007; and

Whereas, The DER wishes to utilize the services of Willis of Wisconsin make recommendations regarding disease management and wellness activity for City employees, retires and their dependents; and

Whereas, The DER wishes to utilize the services of Willis of Wisconsin to make recommendations regarding improvement of prescription utilization and control of escalating costs for prescription drugs; and
